Make a Windows icon or favicon (ICO) from a PNG.
ICO is the icon format Windows uses, and the classic favicon file browsers look for at the root of a website. One ICO file holds the same picture at several sizes, so each place that shows it can pick the one that fits.
Almost any file
Images, vector art, video, audio, documents, spreadsheets, slides, ebooks and archives: more than 400 conversions. Before anything runs, Filebender says what a conversion will lose and estimates the size of video, audio and many pictures; other files show their size once converted. It compresses PDFs, pictures and videos to the size you choose.
No ads, no watermarks

Private by default
Files are deleted an hour after converting, or at once when you ask, and photo location is removed unless you choose to keep it. Photos converted to JPG, PNG or WebP are done on your device when your browser can, so they never leave it. They still need your account and count towards your plan.
How to convert PNG to ICO
- Create a free account with Google or your email address, or sign in.
- Choose your PNG files: drop them on the box, pick them from your computer, open them from Google Drive, or paste a link.
- Pick the format each file should become. The gear button has size, quality and other settings.
- Press “Convert”, then download each file, or all of them in one ZIP.
What's inside the ICO
Filebender fits your PNG into a 256 by 256 pixel square, then stores it at 256, 128, 64, 48, 32 and 16 pixels in one file. Transparency is kept, so a round logo stays round on any background.
Getting a crisp icon
Start from a square PNG at least 256 pixels across, with a transparent background. A picture that isn't square is fitted inside the square with see-through space on the shorter sides. A smaller picture is enlarged to fit, which softens it, and fine detail disappears at 16 pixels, so bold, simple shapes hold up at small sizes.
Where it's converted
ICO files are made on Filebender's servers. Your PNG is uploaded, converted and deleted an hour after converting. With a free account you can make 20 files a day from pictures up to 500 MB.

Questions
Do websites still need favicon.ico?
Current browsers also accept PNG and SVG icons, but an ICO file at the root of a site is still what older browsers and some tools look for, so many sites offer both.
Can I make phone and app icon sizes too?

Can I start from a JPG or an SVG?
A JPG works through the Image Converter by choosing ICO, though it has no transparency. For an SVG, make a large PNG first with SVG to PNG, then convert that.

What happens to my files?
It depends on the file. Pictures your browser can convert itself, and everything you do with the PDF tools, from merging and splitting PDFs to putting photos into one, are handled on your device and never leave it, unless you choose to send a file to Filebender's servers. They still need your account: Filebender receives only their type and size, to count them against your plan like any other file. Everything else is converted on Filebender's servers on Google Cloud and deleted an hour after the conversion finishes, or straight away when you press “Delete files now”. Nobody looks at your files, and they're never used for anything else.
